The first 6 (six) years are considered important for the proper development of a child's brain and physical growth, and as the current 10 + 2 educational structure does not include children of the 3-6 age group, the educational structure should be changed according to the new 5-3 + 3 + 4 educational and Curriculum related structures are recommended. It includes early childhood care and education from the age of 3 and aims at the holistic learning, development and well-being of the child from the beginning. 129/19 School Education Task Force Committee (Task Force Committee) has been formed by Gujarat Government for the smooth implementation of 'National Education Policy-2020
All Government and Aided Primary Schools in the State starting from Class 1 will have to introduce Balwatika classes from the academic year 2023-24, forming 'Balwatika' in primary schools as part of the Primary School which will be held in that school premises. Even in independent schools, 'Balwatika' classes will have to be started compulsorily from the year the government decides. 2. Provision for three years of pre-primary (3-6 years) must be made mandatory in private schools also as per Chapter 1 “Early Child Care and Education: Foundation of Learning” of “National Education Policy, 2020”.
If there is a need to hire a teacher in Balwatika, the appointed teacher should have at least Primary Teacher Certificate (PTC) / Diploma in Elementary Education (D.EI.Ed) qualification. Those who have completed Pre Primary Teacher Certificate (Pre P.T.C / D.P.SE) course can be appointed, but such candidates will have to complete the additional course as prescribed by the State Government within the prescribed time frame.
In those government and aided primary schools where Balwatika classes are started, only the physical facilities available in that school will have to be used.
