Despite the government's explicit directive, trade union leaders are skeptical of its implementation. Bijnath Rai, the former president of the Indian labor union, the country's largest trade union, says such orders have been announced many times in the past. It is not implemented. Notably, the government has now given most of Group C and D's jobs to outsourcing private contractors, in which case the order is difficult to comply with. Situ leader Tapan Roy says the order is for central employees only. This is why the DOPT has declared it. If the Ministry of Labor had declared it would have been for all employees.
